South Carolina is at a pivotal point in its economic growth. With one of the fastest-growing populations in the nation and a thriving business community, our state has an opportunity to not just keep pace—but to lead. That’s the vision behind Blueprint 2035: A Roadmap for South Carolina’s Economic Future, an initiative of the South Carolina Chamber of Commerce that aims to ensure long-term prosperity through thoughtful planning, strategic investment, and bold policy solutions.

Gathering Local Input: York County’s Role

Recently, the York County Regional Chamber in partnership with the SC Chamber of Commerce hosted a forum where local business leaders had the chance to engage with Blueprint 2035 and share their perspectives on the challenges and opportunities shaping South Carolina’s future economy. As part of the session, participants completed a live survey that revealed some of the most pressing issues our business community is facing.

Here’s what they had to say—and how the Chamber is responding:

What’s driving the skills shortage?

  • 54 respondents identified a misalignment between education programs and employer needs.

    • How we’re addressing it: The Chamber is tackling this challenge head-on through our Leadership Institute For Talent (LIFT) programs, including Business Expedition and EPIC, which connect students directly with career pathways and ensure educational programs align with workforce needs.

  • 31 respondents pointed to childcare and caregiving responsibilities as a major barrier keeping individuals out of the workforce.

    • How we’re addressing it: The Chamber is deeply engaged in these conversations and leading efforts to identify solutions. Recently, our Vice President of Talent & Workforce Development, Celeste Tiller, was selected by the U.S. Chamber of Commerce Foundation to participate in a national Master Class through the Business Leads Fellowship Program - bringing together business leaders from across the country to explore innovative, community-based childcare solutions.

What’s one big policy change that could supercharge SC’s economy?

  • The overwhelming response: Tax reform.

    • How we’re addressing it: The Chamber continues to advocate for pro-business policies that create a competitive climate for growth, investment, and innovation.

What’s the biggest risk to maintaining economic momentum in SC?

  • 33 respondents cited workforce shortages.

    • How we’re addressing it: Workforce is consistently the highest priority for York County businesses—and with good reason. While baby boomers continue retiring, birth rates are falling, and four-year college enrollment is declining, many employers struggle to identify, train, attract, and retain the workers they need. Under LIFT, the Chamber has developed a comprehensive set of strategies to strengthen our talent pipeline.

Celeste Tiller Selected for U.S. Chamber of Commerce Foundation Business Leads Fellowship Program Master Class on Community Child Care Solutions

WASHINGTON, D.C. – The U.S. Chamber of Commerce Foundation announced Celeste Tiller, Vice President - Talent & Workforce Development of the York County Regional Chamber was selected from a competitive national pool of applicants to participate in a Master Class for members of the Business Leads Fellowship Program network. The Business Leads Fellowship Program trains and equips business leaders from across the country with resources, experts, and a powerful network of peers needed to address the most pressing education and workforce challenges facing communities across America.

This Master Class is designed to equip business leaders with research, resources, and best practices to launch community-based child care solutions. The event kicked off with a two-day, in-person event on May 5-6, 2025, in Boise, ID, with virtual follow-up meetings. Throughout the Master Class, participants will meet with experts in the field, review case studies of successful community models, and build connections with other business leaders driving solutions to child care breakdown.

Celeste Tiller was selected alongside 32 other state and local chamber executives, economic development professionals, and association leaders nationwide. The U.S. Chamber of Commerce Foundation aims to equip this group with the resources to successfully navigate community child care concerns. This group will build a community of practice among the participants, which will be a resource for their professional development in service to their respective communities.

York County’s Pennies for Progress: A Path to Safer Roads and Stronger Businesses

In York County, a thriving business community is supported by the infrastructure that keeps the wheels of commerce turning. This November, voters again showed overwhelming support for the Pennies for Progress initiative by passing the referendum with a 71% approval!

A key player in this success? The York County Regional Chamber of Commerce, working hand-in-hand with Citizens for Safer and Better Roads, led a comprehensive educational campaign to ensure voters understood how vital this program is for the region’s future—both for residents and local businesses.

What is Pennies for Progress?

The Pennies for Progress program is a local capital project sales and use tax that funds critical road improvements across York County. Since its inception, the program has raised over $1 billion to widen roads, build new intersections, improve existing ones, and address the county's growing infrastructure needs. Now, with Pennies for Progress 5, the program is set to continue its momentum, ensuring that the county's infrastructure evolves to meet the demands of a rapidly growing population and economy.

Why Pennies for Progress Matters for Business

For the York County Regional Chamber, advocating for infrastructure improvements is a central pillar of supporting the business community. The Chamber, which represents a wide range of local businesses, understands that economic growth is closely tied to the state of our roads and transportation networks.

“Good roads are the backbone of economic development,” says Dean Faile, President and CEO of the York County Regional Chamber of Commerce. “Well-maintained infrastructure is essential for businesses to operate efficiently, reach customers and suppliers, and attract new investments to our region. It also keeps our employees and residents safe, which is paramount.”

Citizens for Safer and Better Roads: A Grassroots Campaign for a Stronger Future

The Citizens for Safer and Better Roads group has been instrumental in educating the public on the need for continued road improvements in York County. With an explicit focus on ensuring that voters are fully informed about the referendum, the organization engaged in a comprehensive outreach campaign to communicate the long-term benefits of Pennies for Progress.

The success of the campaign is directly tied to the tireless work and dedication of a diverse group of community leaders who stepped forward to form the Citizens for Safer and Better Roads committee. Through grassroots efforts, the group organized informational events, distributed materials, and held community forums to communicate the long-term benefits of the initiative. Their collective efforts were key in spreading the message about the importance of Pennies for Progress.

Enhanced State Tax Credits for Small Businesses

Small Business Tax Credits

South Carolina small business owners can help their bottom lines with two tax credits increased this year by state lawmakers.

If you own a business that employs apprentices or develops abandoned buildings, the SCDOR wants you to know about two tax credits whose benefits were enhanced by state lawmakers this year.

Even if you don't qualify for those credits, the state offers South Carolina's 479,000 small business owners an assortment of tax credits to help lower tax bills in 2024 and beyond.

Recently enhanced tax credits:

  • Apprenticeship Income Tax Credit
    • What's new? In May, the South Carolina Legislature increased Income Tax credit benefits for South Carolina businesses hiring apprentices.
      • The credit previously offered up to $4,000 over four years for each apprentice registered with the U.S. Department of Labor. However, the maximum allowable credit per apprentice has been increased to $6,000 for a youth apprentice and $4,000 for a standard apprentice.
      • The credit is now equal to the cost of the apprenticeship or $1,000, whichever is greater, for each employed apprentice.
      • Businesses can continue claiming a credit of $1,000 for three additional years if the apprentice has completed the program and remains an employee of the business.
      • Legislators have capped total benefits for the credit at $5 million per year.
    • How to claim: Use the TC-45 to claim the credit. An updated version of the TC-45 with the modified credit amounts will be available in January 2025.
  • Abandoned Buildings Revitalization Credit:
    • What's new? New legislation has increased the benefits for those developing abandoned buildings from $500,000 to $700,000 per site per year. The credit also extends the sunset provision until 2035. The SCDOR will accept an amended Notice of Intent to Rehabilitate until October 15, 2024. For more details, see Information Letter #24-6.
    • How to claim: Use the TC-55 to claim the credit. An updated version of the TC-55 with the modified credit amounts will be available in January 2025.

Here are some other credits small business owners may be able to claim:

  • Small Business Jobs Credit: Qualifying business taxpayers with 99 or fewer employees worldwide who increase employment in South Carolina by at least two or more full-time jobs in a year can take a credit against South Carolina Individual Income Tax, Bank Tax, or Insurance Premium Tax. The credit is limited to 50% of the tax liability and has a 15-year carryforward.
    • How to claim: Use the TC-4SB.
  • Accelerated Small Business Jobs Credit: Similar to the Small Business Jobs Credit, this credit is taken in the year the jobs are created. The credit amounts per job created are based on county location and gross wages. The credit is limited to 50% of the tax liability and has a 15-year carryforward.
    • How to claim: Use the TC-4SA.
  • Formerly Incarcerated Apprenticeship Credit and Veterans Apprenticeship Credit: Taxpayers who employ a formerly incarcerated individual or a veteran of the U.S. Armed Services as a new employee in an apprenticeship validated by the U.S. Department of Labor are eligible for a tax credit of $1,000-3,000, depending on the year of apprenticeship. The credits are available for employees hired from January 1, 2022 to December 31, 2026. The credit can be used for Corporate or Individual Income Tax, Bank Tax, Savings and Loan Tax, Corporate License Fee or Insurance Premium Tax.
    • How to claim: Submit an application for each apprentice on MyDORWAY, then use the TC-64 or TC-65. You must complete a new application on MyDORWAY for each tax year in which you are claiming the credit.
  • Credit for state contractors subcontracting with socially and economically disadvantaged small business: Taxpayers who have a contract with the state of South Carolina and who subcontract with a socially and economically disadvantaged small business are eligible for a credit equal to 4% of the payments to the subcontractor. The credit can be used for Corporate or Individual Income Tax. It is limited to $50,000 per year and cannot exceed 10 years of claims.
    • How to claim: Use the TC-2.

All South Carolina tax credits related to small businesses are nonrefundable, meaning they cannot reduce your tax liability below zero. Each of these credits applies to specific circumstances. Review the facts in your situation to see if any of the credits detailed above apply.

We had an incredible time at our Talent Flow event, where we explored the vital connection between higher education and local companies in York County!

The one-day conference equipped business leaders with the knowledge and tools to effectively tap into diverse talent pools from our region's higher education institutions: Clinton College ,Winthrop University, and York Technical College.

Keynote Speaker and Lt. Governor, Pamela Evette, stressed the importance of communicating to our younger workforce the importance of their role in the workplace - their "why." Workers want to know they are solving a problem and part of the bigger picture.

Our discussions highlighted the importance of creating a strong talent pipeline, focusing on several key areas:

  • Paid Internships & Apprenticeships: These are crucial for giving students real-world experience while helping businesses cultivate skilled talent.
  • Removing Workforce Barriers: Addressing challenges like childcare is essential for creating a more inclusive workforce.
  • Emphasizing Soft Skills: In addition to technical abilities, we recognized the growing need for soft skills that enhance teamwork and communication.

After presentations concluded, participants spent time discussing with one another challenges and solutions related to skills, retention, and recruitment. We wrapped up the day with Workforce Solution Provider Roundtables where attendees were able to speak to provider representatives!

This November, during the general election, citizens will get the chance to vote on the non-partisan Pennies for Progress 5 Program. Pennies for Progress is the name of the York County Capital Projects Sales and Use Tax Program that funds road improvements across all of York County.

Pennies for Progress Programs were initiated by York County to provide residents with a safer and more efficient roadway system. The program has been presented to the citizens of York County four times through a referendum, and all four times the referendum has passed. It is important to note that a yes vote in this election does not increase taxes.

Building on this successful track record, the upcoming referendum seeks to continue the momentum and address further infrastructure needs. York County roadways have already benefited from $1 billion worth of improvements through Pennies 1-4 programs!

Passing the Pennies for Progress – Capital Project Sales Tax Referendum means:

  • SAFER and BETTER roads
  • Money collected in York County stays in York County
  • Non-residents who use York County roads will help pay for the improvements
  • Faster response times by police, fire, and medical personnel
  • Road improvements that will affect needs in every part of the county

Championing Economic Development and Quality of Life

The Pennies for Progress education campaign is being led by Citizens for Safer and Better Roads, a 501c3 non-profit organization created with the express purpose of non-partisan education about infrastructure and funding for the residents of York County.

The York County Regional Chamber, an advocate for the local business community, recognizes the crucial link between robust road infrastructure and economic vitality and supports the Citizens for Safer and Better Roads efforts.

“As the voice of local businesses, the Chamber has long championed initiatives that foster economic development and improve public safety. The Chamber believes in the direct correlation between well-maintained roads and the overall quality of life for York County's citizens,” said Chamber President and CEO, Dean Faile.

A Legacy of Proactive Leadership

York County has demonstrated forward-thinking leadership in infrastructure development. In 1997, it became the first county in South Carolina to leverage new state legislation permitting local governments to fund capital projects through a voter-approved sales tax. This pioneering move set the stage for significant progress in local road improvements.

Since its inception, the program has garnered over $1 billion, funding essential projects such as road widening, intersection improvements, and new road constructions. These investments have been instrumental in keeping pace with the county’s rapid growth and addressing pressing transportation needs that might otherwise have gone unmet.

The Pennies for Progress program has proven to be highly effective.

In discussing the upcoming Pennies for Progress 5 Capital Project Sales Tax Referendum, Meg Jenkins Locke, Chair of Citizens for Safer and Better Roads, emphasized the importance of the initiative:

A Proven Way to Boost Productivity 

High-quality childcare also positively impacts job performance. Parents who know their children are well cared for can focus more fully on their job responsibilities. This heightened focus and reduced stress lead to better job performance, benefiting employers with a more engaged and productive workforce. To address the pressing need for childcare, some employers are taking action.

A manufacturer in Alabama offers a childcare benefit to employees, covering 30% of an employee’s childcare costs, up to $250 a month. This kind of support for childcare is not common. According to the Labor Department, only about 12% of U.S. employers offer some kind of childcare assistance.

But since the pandemic, interest has grown among companies who have found themselves competing for talent.

As interest in employer-sponsored childcare is rising, so too are companies like Tootris, whose tech platform connects employers, working parents, and childcare providers. Employers who offer childcare assistance can process the benefit through Tootris. Employees get access to a database of childcare providers, from large childcare centers to small home-based operations, giving workers choice.

Of course, many businesses cannot offer these types of benefits. However, there are some things employers can do to alleviate childcare stress. Some solutions include partnering with childcare centers to offer discounts to their employees, providing workers with backup childcare solutions, and working with their community leaders to support after school programs and summer camps.

 

Childcare Solutions Benefit Families, the Community, & The Economy

Investing in childcare is not just an employee benefit; it creates job opportunities within the childcare sector itself. By supporting local childcare services, businesses can stimulate job creation, ranging from educators and childcare providers to administrative staff. PORTER GABLE, YORK ELECTRIC COOPERATIVE, INC - 

As Chair of the SC E2Forward Team, Porter educates Cooperative CEOs and trustees across the state about innovative technologies available to their members and, serving as Executive Director of York Electric’s charitable foundation, she led the way to raising $148,000 in a single event to better the lives of individuals and families in York County.

Porter Gable is the vibrant Communications Coordinator for York Electric Cooperative (YEC). Since joining the team in 2009, she has been an invaluable asset to the organization. In her role, Porter excels at handling communications, community outreach, and overseeing YEC's social media programs. She also manages two crucial nonprofit organizations within YEC: Operation Round Up and The Burrell Foundation.

As the executive director of The Burrell Foundation, Porter successfully organized two live auctions that raised an impressive $148,000. These funds will have a direct impact on individuals and families facing hardships in our community.

Notably, Porter was selected in 2022 to lead South Carolina's team focused on the electrification of the economy, representing electric cooperatives across the state. She presented innovative technologies and ideas to cooperative CEOs and trustees, showcasing the future of our businesses. Porter's dedication to professional development is evident through her certification as a cooperative communicator (CCC) and her involvement in various influential positions. She serves as the chairperson for SC's E2Forward Team, contributes to the Distributed Energy Resource team for a generation and transmission cooperative in SC, and participates in the Touchstone Energy National Committee for Member Engagement.

Furthermore, Porter actively volunteers her time at The Church of the Good Shepherd in York and passionately supports organizations like Tender Hearts and Bethel Men's Shelter. She is a graduate of Leadership York County and has served on the Regional Chamber's Board of Directors and their Young Professionals Advisory Board.

TYSON BLANTON, DUKE ENERGY - 

Tyson serves as a board member to various chambers of commerce in our region and recently spent time presenting an overview of a massive and complex project to over 200 concerned community members, creating a greater understanding of the impact on the area.

Tyson Blanton is the District Manager for Government & Community Relations at Duke Energy, serving Lancaster, Chester, York, Cherokee, Union, and Fairfield counties. She is known for her exceptional communication skills and commitment to excellence. Recently, Tyson delivered a captivating presentation at the Chester County Tourism Talks event, explaining Duke Energy's whitewater project in an engaging and easily understandable way. Her ability to simplify the complex concepts involved earned her positive feedback and created a greater understanding of the massive project within the community.

Through her role at Duke Energy, Tyson actively serves on multiple boards and is involved with several chambers in the region. She is also a board member of the Catawba Regional Education Center, and serves on the boards of the SC Independent Colleges & Universities and Lancaster County Partners for Youth organizations. Tyson is working to build a strong professional network through her membership in the Lancaster Breakfast Rotary and her dedication to the community extends to a local non-profit that she co-founded - The LIGHT Foundation, an initiative focused on empowering individuals through education and philanthropy.
